These same attributes, however, often make these pieces desirable for private development and a balance must be found that serves the public interest.
Many times, the public is best served through a process directed by the U.S. Forest Service called a “land exchange” in which, through a careful and thorough process, these unique inholdings are traded by their private owners for other properties from the Forest Service. The properties selected by the Forest Service for these trades are typically exposed to urban influences and have varying degrees of management or resource limitation that make them less desirable for conservation and more desirable for private development. A successful exchange ends in the Forest Service conserving and consolidating ecologically valuable lands traded for, from a management and conservation standpoint, more problematic pieces. Likewise, the private land owner has received property that lends itself to development with the lowest impact on our natural resources.
